Evaluation Committee

In the event of an impending budgetary emergency in either of the Länder or the Federation, the Stability Council sets up an evaluation committee to examine the budgetary emergency and to arrange an adjustment programme with the government of the respective entity.

The evaluation committee is comprised of the responsible state secretary from the Federal Ministry of Finance and four state secretaries from the Länder finance ministries. The composition of the evaluation committee is determined by the Stability Council.

On October 15, 2010, the Stability Council established an evaluation committee to support it in carrying out the ongoing consolidation processes in the Länder of Berlin, Bremen, Saarland and Schleswig-Holstein. This work was completed at the June 8, 2021 meeting.

On December 5, 2024, the Stability Council concluded a restructuring agreement with the Free Hanseatic City of Bremen, which had previously been drawn up with the Evaluation Committee. The restructuring program runs until the end of 2027 and aims to ensure that Bremen‘s indicators or forecasts do not point to the risk of a budgetary emergency. The Evaluation Committee is monitoring the restructuring process. On December 5, 2024, the Stability Council also tasked the Evaluation Committee with assessing whether Saarland is facing a budgetary emergency. The assessment found that Saarland is not currently facing a budgetary emergency. The Stability Council concurred with this assessment on December 9, 2025.
